Report from June ICC Assembly of States Parties, Kampala, Uganda

At the June 2010 ICC Assembly of States meeting in Kampala, Uganda, 84 nations agreed to put the Hague’s International Criminal Court (ICC) on a seven-year path to become the first permanent court to try individuals for the crime of aggression.  This will add the crime of aggression in the future to the three crimes that the ICC is currently prosecuting:  genocide, crimes against humanity, and war crimes.

Anu Joshi, CGS Outreach Director, will be leading the Partners National Teleconference in person in Manhattan Beach.  Both of the morning call-in speakers attended the June ICC Assembly of States meeting in Kampala, Uganda:

Stephen J. Rapp is the U.S. Ambassador-at-Large for War Crimes Issues.  Appointed by President Obama, he was confirmed by the Senate, and assumed his duties on September 8, 2009 and led the U.S. delegation to the ICC Assembly of States.

Ariela Blätter is the CGS Director of Policy and Programs.  Before joining CGS, she was at Amnesty International (AI) for seven years, where she most recently served as Senior Director for International Programs.  She has served as a permanent representative to the UN on the establishment of the International Criminal Court, overseeing a team of NGO lobbyists and policy staff.

William R. Pace, our afternoon speaker, is the Executive Director of the World Federalist Movement (WFM).  He has served as the Convenor of the Coalition for the International Criminal Court (CICC) since its founding in 1995 and is a co-founder and steering committee member of the International Coalition for the Responsibility to Protect (R2P).  The World Federalist Movement (WFM) is an international citizen’s movement working for justice, peace, and sustainable prosperity through the development of democratic international institutions and the global application of international law.  CICC is a network of over 2,500 non-governmental organizations (NGOs) advocating for a fair, effective and independent International Criminal Court (ICC).  Bill leads the Institute for Global Policy (IGP) which is a WFM program founded in 1983 as the research and policy analysis arm of the WFM and is the primary education mechanism of WFM seeking to promote a better understanding of the UN and other international organizations.  He also leads the WFM International Secretariat (IS) which is the administrative and coordinating body of WFM and the global network of 13 Member Organizations (including CGS), and 13 Associated Organizations.  The IS has a world-wide staff of more than 40 persons with headquarters in New York and The Hague.  Bill also attended the June ICC Assembly of States meeting in Kampala, Uganda.

We talked to her District Director, Michael Divirgilio.  We pushed for the two most important recommendations that CGS recommends for Congress from amongst the 34 recommendations for Genocide Prevention included in the 2008 Genocide Prevention Task Force Report headed by Madeleine Albright and William S. Cohen:

• Introducing and passing new genocide prevention legislation which includes the investment of $200 million in new funds for crisis prevention and response, with an additional $100 million available in the Complex Crises Fund for urgent off-cycle activities to prevent or halt emerging genocidal crises.
• Supporting UN efforts to prevent genocide by fully funding the President’s FY 2011 International Affairs Budget request of $2.182 billion for the Contributions for International Peacekeeping Activities (CIPA) account.

In the 2008 report “Preventing Genocide: A Blueprint for U.S. Policymakers,” a group of former US officials and civil society participants led by former Secretary of State Madeleine Albright and Secretary of Defense William Cohen laid out a framework with 34 step-by step recommendations on how Congress, the Administration and the average citizen can contribute to the prevention of future genocides. As part of the exercise, lessons from US failures in past atrocities were examined to aid prevention of future genocides around the world.
